The Belgian and Dutch diplomats remained very sceptical vis-a-vis the new Russian proposal to negociate. They were especially doubtful as to the sincerity of the Russians. They regarded the new international situation as the consequence of the firm Western policy towards the 'red peril'and that Western solidarity should be preserved.
